It looks strange. Because I can access English forum, and this morning (GDT+3) it was accessible too. Could you try to use some proxies to get to the forum?

English: one of uCoz's data centers is under DDoS attack. The server s50, where English SE site is stored, is there. It have a troubles with access from some network segments.
